Summary 

This article examines the tools of digital development at the stage of transformation of the paradigm of the national economy. The conditions of entropy allow to form the tools of digital development in the aspects of the "real" or "ideal" state of the territorial economy. The conclusions drawn in the scientific article relate to the use of limited tools within the framework of the current development of small territories, namely: project management, Smart technologies, the formation of a management platform. The theoretical basis of scientific research is manifested in the ideological approaches of foreign and Russian scientists. The world outlook of scientists is concentrated on the use of technologies of foggy computing, identification, end-to-end technologies, additive systems. Much attention is paid to the application of Smart technology in the management of property complexes, the adaptation of public administration to elements of visual reality, the use of intellectual means in education and social technology of society. In the course of scientific research methods of approximation and grouping of specific elements of a structural object were used. Particular emphasis in this article is placed on the methodological apparatus, which makes it possible to draw conclusions on the basis of subjective authorial opinion, to take into account external changes within the framework of the system under study. These methodological approaches include: entropy of scientific knowledge, aberration. In general, this scientific research will be interesting for a wide range of people. This circle of people includes scientists and researchers of the processes of digital transformation of society, state and municipal authorities, experts, specialists and analysts.
